Regulatory & Governmental Affairs Group

regulatory groupCapehart Scatchard's Governmental Affairs Group, under the direction of shareholders Glenn Paulsen and Carmen Saginario, is located directly across the street from the New Jersey State House. The goal of the Group is to represent clients in civil administrative, regulatory, and litigation matters involving the various departments, agencies, and independent commissions and/or authorities of state, county, and local government.

The Governmental Affairs Group attorneys have represented the interests of private sector clients with respect to a wide variety of matters involving the New Jersey Departments of Environmental Protection, Insurance, Labor, Commerce and Economic Development, Transportation, Health and Taxation, and continues to serve the needs of clients with issues and problems (and in some cases litigation) involving county and local governmental bodies, authorities and commissions.

The professional experiences of both Messrs. Paulsen and Saginario have helped them to obtain private and public sector clients and serve their needs, and to aid our existing clients with issues involving the government and regulatory practice. Mr. Paulsen, after leaving Capehart Scatchard in 1983, served as Assistant Commissioner of Labor, Director of the State Division of Workers' Compensation and the Director of the Division of Motor Vehicles.

Mr. Saginario has served as Assistant Counsel to Governor Kean, Special Assistant to Attorney General W. Cary Edwards, and as a Deputy Attorney General.

Since 1996, Anthony Drollas has been employed in the Trenton office. Mr. Drollas is a seasoned attorney, having spent seven years as a Deputy Attorney General in both the environmental and transportation sections of the Division of Law.
